Start a small goods-transport business — Maharashtra

Also known as: start a transport business, truck/tempo business licences, goods carrier registration, logistics business Maharashtra, own a goods vehicle for hire

What it takes to legally run a goods vehicle for hire in Maharashtra — a truck, tempo or mini-LCV. The vehicle needs a Certificate of Fitness and a goods-carriage permit (State within Maharashtra, National across states); a PUC stays current alongside. On the business side, GST depends on your turnover and interstate work, and Udyam is a useful free registration. Fees and timelines are computed from each linked procedure.

5 procedures: 3 required for everyone, 1 depend on your setup, 1 recommended.

Government fee, required items

₹16,760–₹23,100

Some of these fees vary by case, or are only fixed on the official calculator, so treat this total as a rough guide.

Answer a few questions to see YOUR list

Until you answer, we show everything, with a label for when each one applies.

Required for everyone

A transport vehicle must hold a valid Certificate of Fitness to be legal on the road, and a permit cannot issue without it — so fitness comes first.

₹200–₹1,0001–15d

Carrying goods for hire or reward requires a goods-carriage permit — a State permit for Maharashtra-only work, a National permit to cross state borders.

₹16,500–₹22,0007–45d

A valid PUC certificate must be kept current for the vehicle to stay legal and for fitness/permit to hold.

₹60–₹100Instant

Depends on your setup

Interstate operation or crossing the turnover threshold generally makes GST registration mandatory; the GTA reverse-charge mechanism can change the picture, so confirm your case.

Depends on your setup: GST registration is required once turnover crosses the threshold (₹20L services) and, in most cases, if you provide services interstate. Goods-transport has a special angle — a Goods Transport Agency (GTA) issuing consignment notes is often taxed under reverse charge, so whether YOU must register depends on your customers and structure. Get this checked rather than assuming.

Free MSME registration that unlocks priority-sector lending, subsidies and delayed-payment protection — genuinely useful for a small transport operator financing vehicles.

Journey-level pitfalls

  • Costly mistake —Fitness and permit are the vehicle's operating licence — keep BOTH current. If the Certificate of Fitness lapses the permit is effectively invalid too, and plying without either invites detention, fines and voided insurance. Set renewal reminders for fitness, permit, insurance, PUC and road tax together.
  • Costly mistake —Choose State vs National permit by where you actually operate. A State permit is cheaper but keeps you inside Maharashtra; crossing a state border for goods needs a National permit (minimum four contiguous states). Operating outside your permit's scope is a serious offence.
  • The GST/GTA question is genuinely tricky. A Goods Transport Agency issuing consignment notes is frequently taxed under reverse charge, so a small transporter may or may not need to register depending on customers, turnover and whether they opt to pay forward-charge GST. Don't guess — get a one-time check on your specific setup.
  • Three layers of compliance, not one: the DRIVER needs a transport driving licence, the VEHICLE needs commercial registration + fitness + permit + PUC, and the BUSINESS needs GST (where applicable) and optionally Udyam. Missing any one layer can stop you operating — plan all three.

Track this journey

Turn this into one tracked journey — a linked case per procedure, in the right order, with progress, deadlines and the sequence rationale (“do this after that, and why”).

Combined fees and timelines are computed at render from each linked procedure's fee and timeline blocks — never hand-summed here, so they stay accurate as the underlying procedures are updated.

After you finish: staying compliant

Getting these licences is only the start — each carries ongoing obligations (renewals, returns, display and inspection rules). KaamKar tracks them for you.
