Do this one first. It costs ₹75, it can be done online if your mobile is linked, and it is the address proof the driving licence, RC, voter roll, banks and gas connection will all accept. Every other job on this list gets easier once it is done — and harder if it is not.

An address change does not move a registration between jurisdictions. Skipping this is the single most expensive misunderstanding in a cross-state move with a car.

Journey-level pitfalls
- Costly mistake —Order matters more than effort here. Update Aadhaar first: Form 8 lists the Aadhaar card as acceptable address proof and asks for your Aadhaar number to authenticate entries, and the RTO wants proof of the new address too. Do Aadhaar first and the rest is form-filling. Do it last and you are hunting for a year-old utility bill at a flat you moved into three weeks ago.
- Costly mistake —The RC address change has a 14-day deadline and almost nobody knows it exists. MoRTH's own guidance says to apply for recording the change of residence within 14 days of the address changing, in Form 33. Most people learn about it years later — when selling the vehicle, or when a challan surfaces at an address they left long ago.
- Costly mistake —If you brought the vehicle from another state or into a different RTO's jurisdiction, an address change is not what you need. That is a No Objection Certificate in Form 28 and re-registration — a slower, costlier process. Filing Form 33 and believing you are done is the worst outcome, because you will not find out until it matters.
- Costly mistake —A newly moved tenant usually cannot satisfy the utility-bill option anywhere: Form 8 wants a water, electricity or gas bill of at least a year for that address. That is precisely why Aadhaar, a bank passbook, a registered rent lease deed and a registered sale deed are on the list. Use the registered rent agreement or Aadhaar and stop looking for the bill.
- Costly mistake —Do not go looking for a Maharashtra domicile certificate as part of settling in. Domicile turns on long residence in the state — the KaamKar guide for it is built around a 15-year residence evidence requirement. A new arrival does not qualify, and no amount of paperwork changes that. If someone is asking you for one, check what they actually need; it is usually a residence or address proof, which is a different thing entirely.
- The RC and the driving licence are two separate address changes, filed separately — one on Vahan in Form 33, one on Sarathi under Services on Driving Licence. Doing one and assuming the other followed is quiet and common.
- No mobile linked to your Aadhaar means no online route for any of this — the myAadhaar login is OTP-based. If that sends you to a centre, get the mobile linked in the same visit rather than making the trip twice.
- Wait for the Aadhaar update to be accepted before starting the others. It changes when UIDAI accepts it, not when you submit it — and handing the RTO or the ERO an e-Aadhaar still showing your old address defeats the whole sequence.
- File the voter shift when you move, not when an election is announced. Rolls are revised on their own cycle, and the queue right before an election is the worst time to join it. Then actually check the roll afterwards — people discover the shift half-worked on polling day, the one day it cannot be fixed.
