To move a vehicle's registration to a different RTO or another state, you first need a No Objection Certificate (Form 28) from the RTO where it is currently registered. The NOC confirms there are no pending dues, challans or criminal records against the vehicle and clears it to be re-registered elsewhere. It has a limited validity, so re-register at the destination before it lapses.
