Start a home food business — Maharashtra

Also known as: home kitchen licences, tiffin service registration, sell homemade food online, home bakery licence, cottage food business Maharashtra, home food business FSSAI

What a home-based food business — tiffin service, home baker, pickle/masala seller, or online home cook — actually needs in Maharashtra. At this scale the list is short and mostly hinges on your turnover, whether you sell through online platforms, and whether you employ anyone. Fees and timelines are computed from each linked procedure so nothing here goes stale.

4 procedures: 0 required for everyone, 3 depend on your setup, 1 recommended.

Answer a few questions to see YOUR list

Until you answer, we show everything, with a label for when each one applies.

Depends on your setup

A home food business is still a food business — tiffin, baked goods, pickles or online home cooking all need an FSSAI registration or licence unless you fall under a specific exemption.

Depends on your setup: FSSAI Basic Registration covers home food businesses with annual turnover up to ₹1.5 crore; above that (up to ₹50 crore) you need the FSSAI State Licence instead. Note: individuals manufacturing or selling food from home as members of a government-registered Self Help Group, Mahila Udyog, Gruh Udyog or cooperative society may be EXEMPT from FSSAI registration — check your society's status before applying.

Otherwise: FSSAI State Licence (FoSCoS) — mid-size food business licence (₹2,000–₹5,000, 30–60d)

Establishment registration is triggered once you employ workers; many home operations start without it and add it as they hire.

Depends on your setup: Shop & Establishment (Gumasta) registration applies to commercial establishments. A solo home cook with no employees and no separate commercial premises may fall outside it or under a no-worker category; once you employ workers or run from a dedicated commercial space, registration is expected. This is a grey area that varies by municipality — confirm with your local municipal/labour office.

Selling through online platforms makes GST registration mandatory regardless of how small you are; otherwise it kicks in only at the turnover threshold.

Depends on your setup: GST registration is required once turnover crosses ₹40L (goods) / ₹20L (services), and irrespective of turnover if you sell through e-commerce operators or online marketplaces (Swiggy, Zomato, tiffin/cloud platforms) that deduct TCS. A purely local home tiffin service under the threshold and not on any platform generally does not need it.

Recommended (not legally required)

Free MSME registration. For a home/micro food business it unlocks priority-sector lending, subsidy and scheme access, and delayed-payment protection — genuinely useful at this scale, and it takes minutes.

Journey-level pitfalls

  • Costly mistake —A home food business is still a food business under the FSSA. Tiffin services, home bakers, pickle/masala sellers and online home cooks all need at least FSSAI Basic Registration unless specifically exempt (e.g. as a member of a registered SHG / Mahila Udyog / Gruh Udyog / cooperative). "It's just from my kitchen" is not an exemption.
  • Selling through Swiggy/Zomato or an online marketplace pulls you into GST regardless of how small you are, because platforms deduct TCS. Budget for GST registration the moment you list, even below the normal turnover threshold.
  • Shop Act for home operations is a genuine grey area that varies by municipality. A solo cook with no employees may not need it, but the moment you hire help or use a dedicated space, register. Check your local corporation/labour office rather than assuming either way.
  • Plan for the ₹1.5 crore ceiling: if your home business grows past ₹1.5 crore annual turnover you must upgrade from FSSAI Basic Registration to the State Licence. Keep the FSSAI certificate/number displayed and use safe, labelled packaging — both matter at inspection.

Track this journey

Turn this into one tracked journey — a linked case per procedure, in the right order, with progress, deadlines and the sequence rationale (“do this after that, and why”).

Combined fees and timelines are computed at render from each linked procedure's fee and timeline blocks — never hand-summed here, so they stay accurate as the underlying procedures are updated.

After you finish: staying compliant

Getting these licences is only the start — each carries ongoing obligations (renewals, returns, display and inspection rules). KaamKar tracks them for you.
