Staying compliant with your FSSAI Basic Registration

What you must do to keep an FSSAI Basic Registration valid under the perpetual-validity regime: pay the annual fee, file the annual return, display the certificate, and keep the standing hygiene requirements an inspector checks.

Applies once you hold: FSSAI Basic Registration (FoSCoS) — food business registration

Pay the annual registration fee

₹100 per year via FoSCoS keeps the registration active. Under the perpetual regime there is no renewal, but missing the annual fee triggers deemed suspension — operating while suspended is an offence.

Annual return (Form D-1) — only for licensed manufacturers/importers

Basic Registration holders are not required to file the FSSAI annual return. Under Regulation 2.1.13 of the FSS (Licensing and Registration) Regulations, only a manufacturer or importer who has been issued an FSSAI licence must file the Form D-1 annual return, on or before 31 May for the previous financial year. This obligation begins only if you move up to a State or Central licence as a manufacturer or importer.

If you miss it:
For those required to file, a delay beyond 31 May attracts a penalty of Rs 100 per day of delay (Regulation 2.1.13(3)).

Standing — always true

What an inspector checks at any time. Keep these in order continuously.

Display the registration certificate and FSSAI number

Keep the registration certificate (or FoSCoS display board) visible at the premises at all times, and show the 14-digit FSSAI number on packaging, menus, invoices and your website.

If you miss it:
Non-display is a violation observed in inspections; aggregators also verify the number at onboarding.

Maintain hygiene and food-safety conditions

Keep the premises, storage and handling to the FSSAI hygiene and sanitary requirements (Part I of Schedule 4 general hygienic and sanitary practices, per Regulation 2.1.2). These are what a Food Safety Officer checks on inspection.

Keep your declared food categories in sync

Your registration covers only the food categories you declared. If you add products or activities, modify the registration before you start — selling outside declared scope is a violation.

Triggered when something changes (premises, ownership, turnover).

Update on premises / ownership / constitution change

A change of premises, ownership or business constitution requires modifying the registration on FoSCoS. Under Regulation 2.1.9 the Authority must be kept informed of any change to the information on which the certificate was granted, before the change occurs.

Upgrade to a State Licence if turnover crosses ₹1.5 crore

Basic Registration covers an annual turnover up to ₹1.5 crore. If your turnover crosses ₹1.5 crore you must move up to a State Licence (which covers turnover above ₹1.5 crore and up to ₹50 crore; above ₹50 crore requires a Central Licence). These revised thresholds took effect on 1 April 2026.
