Open a kirana / general store — Maharashtra
Also known as: kirana store licences, general store registration, grocery shop licences, provision store Maharashtra, open a grocery shop Pune
What a neighbourhood kirana or general store actually needs in Maharashtra. Shop registration is the base; selling packaged or loose food brings FSSAI in; if you weigh goods for sale your scales must be verified by Legal Metrology; and a municipal trade licence, GST and Udyam apply depending on your setup. Fees and timelines are computed from each linked procedure so nothing here goes stale.
6 procedures: 1 required for everyone, 4 depend on your setup, 1 recommended.
Government fee, required items
₹20–₹50
Some of these fees vary by case, or are only fixed on the official calculator, so treat this total as a rough guide.

Required for everyone
Shop & Establishment (Gumasta) registration is the base identity for any retail establishment and is referenced by other licences.
Depends on your setup
Selling packaged or loose food, groceries and provisions makes FSSAI registration mandatory for a general store.
Depends on your setup: Any shop selling food — even sealed packaged goods — is a food business and needs FSSAI. A kirana almost always qualifies for FSSAI Basic Registration (turnover up to ₹1.5 crore); above that (to ₹50 crore) you need the State Licence instead.
Using an unstamped or lapsed-stamp weighing scale in trade is a punishable offence — kiranas that sell loose grains/produce need their scales verified.
Depends on your setup: Required only if you weigh or measure goods for sale. Every weighing scale used in trade must be verified and stamped by Legal Metrology and re-verified periodically. If you sell strictly pre-packaged items and never weigh, this may not apply.
A local-body trade licence is commonly required for shops dealing in food/provisions; requirements vary between corporations.
Depends on your setup: Many municipalities require a general trade/shop licence to run a retail store selling food and provisions, in addition to Shop Act registration. Whether it applies depends on your municipality and goods — confirm with your local corporation.
Crossing the ₹40 lakh goods turnover threshold (or selling interstate/online) makes GST registration mandatory.
Depends on your setup: GST registration is required once turnover crosses the goods threshold (₹40 lakh in most states) or if you supply interstate / through e-commerce. A small local kirana under the threshold generally does not need it.
Recommended (not legally required)
Free MSME registration that unlocks priority-sector lending, subsidies and delayed-payment protection — useful for a small retailer financing stock.
Journey-level pitfalls
- Costly mistake —Selling sealed packaged food still counts as a food business. Many shopkeepers assume FSSAI is only for those who cook or make food — but a kirana selling packaged groceries needs at least FSSAI Basic Registration too. Don't skip it.
- Costly mistake —Your weighing scale is a legal instrument. If you weigh loose goods, the scale must be verified and stamped by Legal Metrology and re-verified on schedule (commonly yearly). An unstamped or lapsed scale is one of the most common things an inspector fines — and can seize the scale.
- Shop Act and a municipal trade licence are not the same thing. Shop Act registers the establishment; many corporations also require a trade/shop licence to actually deal in food and provisions. Check your local municipal requirement rather than assuming Shop Act covers everything.
- If you pack and label your own-brand goods (not just sell others' packets), that triggers a separate regime — the Legal Metrology (Packaged Commodities) Rules require LMPC registration and declarations (net quantity, MRP, packer, date). Different from stamping your scale.
Track this journey
Turn this into one tracked journey — a linked case per procedure, in the right order, with progress, deadlines and the sequence rationale (“do this after that, and why”).
Combined fees and timelines are computed at render from each linked procedure's fee and timeline blocks — never hand-summed here, so they stay accurate as the underlying procedures are updated.
