Who can apply
- The child is an Indian citizen — the parents declare on Annexure D that the child has not lost, surrendered or been deprived of Indian citizenship
- For a child born on or after 1 October 2023, the birth certificate is the mandatory proof of date and place of birth for issuance of a passport
- Both parents' consent is the norm for a minor's passport, given on Annexure D. Where one parent will not or cannot consent, Annexure C is the route — the application is still accepted, but expect closer scrutiny.

Common questions
How long is a child's passport valid?
For a minor under 15, validity is restricted to five years or until the child attains 18, whichever is earlier. A minor between 15 and 18 can apply either for a 10-year passport or for one valid until they turn 18 — different fees apply.
Do both parents have to consent?
Both parents' consent, on Annexure D, is the normal route. Where one parent has not given consent, Annexure C is the prescribed declaration for the other parent to use. The passport application is still processed.
Is a birth certificate compulsory?
For a child born on or after 1 October 2023, yes — the birth certificate is the document that proves date and place of birth for issuance of a passport under the RBD Act as amended in 2023.
