Staying compliant with your bio-medical waste authorisation (MPCB)

Holding the MPCB authorisation is the start, not the finish. The Bio-Medical Waste Management Rules, 2016 put continuing duties on every health-care facility: segregate waste correctly at source every day, hand it to your treatment facility on time, keep records, train staff, file an annual report, and renew the authorisation where it is time-limited. These are what an inspection actually checks.

File the annual report to MPCB

Every occupier must submit an annual report to the prescribed authority (MPCB) on the bio-medical waste generated and handed over. Under the Rules this is due by 30 June each year for the preceding calendar year. Confirm the current format and submission channel on the MPCB portal.

Non-submission is a compliance default that can attract action by MPCB, including environmental compensation.

Segregate waste at source into the colour-coded streams

Waste must be segregated at the point of generation into the prescribed colour-coded streams — broadly yellow (anatomical/soiled/pharmaceutical), red (contaminated recyclable plastics), white/translucent (waste sharps) and blue (glassware and metallic implants) — using the prescribed bags and containers. Correct daily segregation is the single most-checked obligation.

Do not store untreated waste beyond the permitted period; hand over to the CBWTF

Untreated bio-medical waste must not be stored beyond the period permitted under the Rules, and must be handed to your Common Bio-Medical Waste Treatment Facility (or treated captively) as arranged. Keep the CBWTF collection schedule and the tie-up agreement current.

Maintain records, train staff, and use bar-coded bags

Keep records of the waste generated, treated and handed over; train all staff handling waste; use the bar-coding and labelling the Rules require; and provide the prescribed immunisation and safety for handlers. These are continuing duties, checked at inspection.

Renew the authorisation where it is time-limited

For a bedded facility the authorisation runs for a fixed term (commonly synchronised with the MPCB consent) and must be renewed before expiry. For a non-bedded facility it is one-time and does not need periodic renewal unless your details change. Confirm which applies to you and diarise the renewal if time-limited.
